### What happened
Right-side Desktop workbar pages stop scrolling when their content is taller than the available window height. This affects shared workbar surfaces such as Changes and Trace; other faces use the same constrained host. The expected behavior is for each face to remain within the workbar height and let its own scroll owner handle overflow.
### How to reproduce
1. Open Maka Desktop and select a session.
2. Open the right workbar.
3. Open Changes with enough changed files to exceed the panel height, then reveal the next page of files.
4. Try to scroll inside the Changes panel.
5. Repeat with a long Trace.
The content extends beyond the visible workbar and is clipped, while the inner panel cannot scroll.
### Environment
- Maka commit: `86404941df`
- OS: macOS 15.7.3
- Surface: Desktop
- Node.js: v24.14.0
### Logs, screenshots, or additional context
The right overlay uses CSS Grid with an implicit `auto` row. Tall content expands that row beyond the viewport, while the overlay clips overflow. A rendered regression reproduces the failure with `scrollHeight === clientHeight` and `scrollTop === 0` despite content extending past the viewport.
