By requesting this, you presumably have something in mind, based on some JDO implementations vendor extension. Why not make a proposal ?

Something like "savepoints" would presumably be 
Transaction.setSavepoint(String name);
Transaction.releaseSavepoint(String name);
Transaction.rollbackToSavepoint(String name);
We then need to consider behaviour with respect to flush() etc.
