   ## Bug Report
   
   ### Which version of ShardingSphere did you use?
   5.0.0-RC1-SNAPSHOT
   
   ### Which project did you use? ShardingSphere-JDBC or ShardingSphere-Proxy?
   ShardingSphere-Scaling
   
   ### Expected behavior
   Scaling task triggered by governance use target dataSources the same as source dataSources, dataSources is updated before scaling task starting and it won't update dataSources configuration when switch configuration after task finished.
   
   We'll try scaling http api for now, to define different target dataSources and source dataSources, and update dataSources configuration after task finished.
   
   ### Actual behavior
   
   ### Reason analyze (If you can)
   
   ### Steps to reproduce the behavior, such as: SQL to execute, sharding rule configuration, when exception occur etc.
   
   ### Example codes for reproduce this issue (such as a github link).
