[DISCUSS] Move commit activities to commits@

Hi Submarine devs and users,

The Apache Submarine projects has a commits@ mailing list (
https://submarine.apache.org/community/contributors.html) but it is not
being used:
https://lists.apache.org/list.html?commits@submarine.apache.org:2020:

Instead, all the commit messages as well as Jira activity notifications are
sent to dev@submarine.apache.org

Other projects such as Hadoop, HBase, Kafka reserves dev@ mailing list for
human generated discussions. Shall we follow the same?

redirect git notifications to commits@

Let's see how much traffic it reduces. Depending on the outcome I may
request to create an issues@ mailing list and limit jira traffic to dev@.
