[PATCH] HTTPS to HTTP redirect

Summary: [PATCH] HTTPS to HTTP redirect
           Product: Tomcat 4
           Version: 4.1.24
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Catalina
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: bonhamcm@thirdeyeconsulting.com

When a page with a user-constraint of CONFIDENTIAL or INTEGRAL (HTTPS) forwards
to a page that has a user-constraint of NONE, the page is still in HTTPS mode.
I've attached a patch that resolves this issue.
