Whirr in Git! Needs review from PMC!

See https://issues.apache.org/jira/browse/INFRA-5126 - it's up at
https://git-wip-us.apache.org/repos/asf?p=whirr.git and needs sign-off from
the PMC. So, um, PMC, please review and sign off? =)
