   We renamed `arrow.type.traits.Traits` to `arrow.type.traits.TypeTraits` because the fact that this PR contained both `arrow.type.traits.traits` and `arrow.type.traits.Traits` was leading to a CI failure on Windows and macOS, which have case-insensitive filesystem behavior.
