I also have this problem.
Specifically: one jsp file had that problem, an other one did not.

I compared those file and found one thing: in the 'broken' jsp, the <f:form> surrounding the panelTabbedPane did not have an id, while the other jsp did have one.

I added an id to the form in the first jsp, and bingo: my Internet explorer problem was gone.

Maybe you could verify this.
