beta-2 test bundle

It's hard coded as a default value in the case that the issue tracking
URL is not defined for your locale.
There's no need to localise this, so I'll push the value up to the
general properties.

I see that too but it has nothing to do with the locale settings. The
string "???issueTrackingUrl???" is hard-coded in cli/App.java.
Apparently the rootProject is still null at that point.

I'm getting this when there's an error:
- post the output of maven -e to JIRA at ???issueTrackingUrl??? (you
must sign up first)
Maybe you didn't notice due to your environment language?
