In line 11 of the sample stylesheet, "xmlns" is used as the namespace prefix:
<xsl:attribute name="xmlns:bar" namespace=""></xsl:attribute>
According to the XSLT 1.0 spec, section 7.1.3:
The name attribute is interpreted as an attribute value template. It is an error if the string that results from instantiating the attribute value template is not a QName or is the string xmlns. An XSLT processor may signal the error; if it does not signal the error, it must recover by not adding the attribute to the result tree.
Xalan treats this as an error and throw a TranformerException. Libxslt2 chooses to recover by not adding the attribute to the result tree. Both behaviors are correct according to the spec. Here the error message from Xalan is a little misleading though. If you are complaining about this, we can try to emit a better message.
