Tiles Problem

I'm having a problem with the Tiles insert tag ....

When I set the attrribute flush="false" then the inserted content gets 
put at the top of the resulting html file, not within the other content, 
where it should be.

I need to be able to set flush="false" so that I can support the use of 
a application-wide error page.

I'm using the Sun One Application server.

Any help gratefully received ......
