Updating to the latest version of the surefire/failsafe plugins will address some bugs, so that downstream projects don't have to override the pluginManagement version.

In particular, 2.17 fixes SUREFIRE-1031, which cleans up temporary files. This is particularly important for Jenkins and other CI servers.
