[PR] REST spec: upgrade to Iceberg 1.7.1 [polaris]

   This commit brings some of the recent REST spec changes to Polaris:
   
   * Config endpoint: added endpoints field
   * Added Load Credentials endpoint
   * TrueExpression and FalseExpression
   * TableMetadata: renamed fields statistics and partition-statistics
   * Added RemovePartitionSpecsUpdate
   * Minor documentation updates
   
   This commit does NOT bring the Scan API types into Polaris.
