[lazy-consensus vote] NIP-16: Parameter Tags

Team,

I'd like to start a vote thread (with lazy consensus [1]) for NIP-16
[2] which aims to add support for tags in parameters (mainly with the
objective of adding those when fetched through a parameter provider).
It's a rather straightforward proposal.

I'll leave this open for 3 days and if nobody objects will consider
the NIP has been approved.

The actual PR/code-change will still go through our normal RTC process.

The NIP is now considered as approved.

Thanks Pierre, the proposal sounds straightforward in terms of the new
API surface, and support for categorization of Parameters using tags
would be helpful.
