How to get changelog-report?

changelog-report.html  is empty for me? why?

maybe u might not have set the <connection></connection> to point to the
correct module in the cvs  or
did you log in to the cvs using the userid specified in the <connection>
before generating the changelog report.

Why does maven download from all the repos?Was you build successful or not?

Verify your CVS connection settings.
Make sure you can execute 'cvs' from command line and it doesn't ask for password etc.
Do 'cvs login' to update .cvspass
