Help needed to configureAndWatch method

Hi I am trying to run following code. It does's not run , it is stuck on
number 30 rather it hangs. I don't understand what mistake i am making.
 
String logPropertiesFile = "/log.properties";
PropertyConfigurator.configureAndWatch(logPropertiesFile,30);

I have log.properties in my c drive.

You want watch it roughly 30 times a second? 
That parameter is in miliseconds.

Try setting it to 3000 for every 3 seconds.
