DO NOT REPLY [Bug 49823] New: reconcile AllowOverride default vs. default conf

https://issues.apache.org/bugzilla/show_bug.cgi?id=49823

Summary: reconcile AllowOverride default vs. default conf
           Product: Apache httpd-2
           Version: 2.3-HEAD
          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: minor
          Priority: P2
         Component: Core
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: covener@gmail.com

before 2.4, IMO AllowOverride should default to Off.

In the default conf, we set it to Off in both the <Directory /> and <Directory
$DOCROOT>.

We might still leave them in the default conf to drive the point home, but the
default in the code shouldn't be ALL.
