svg update

I've updated the svg namespace url to the latest.
ie. "http://www.w3.org/TR/2000/CR-SVG-20000802/DTD/svg-20000802.dtd"
so it is now more up to date for the pending 0.14.1

I will work on getting each of the tests in the test suite to operate as
it should for rendering to pdf.
Next the sizing and handling of the instream-foreign-object needs to be
finished.

I ran the test suite with the latest code and it is much better, less
memory and faster, which is good to see.
