Hi,

As far as I know, the pubscribe dev community is not active anymore; the 
original developers started moving the WSRF/pubscribe/muse code under 
Apache Muse before leaving for other projects. If you'd like to consider 
the Apache Muse project, we have an implementation of WS-BaseNotification 
and WS-Topics 1.3 (the ratified version), and can help you answer the 
questions you have with respect to that code. Please send your message to 
muse-user if you are able to switch projects.
