external-schemaLocation not a property?

 I've seen this question asked twice, but without a public response..

 Why does Xerces (1.4.4) report SAXNotRecognizedException when one
 attempts to define external schema locations?

org.xml.sax.SAXNotRecognizedException: http://apache.org/xml/properties/schema/external-schemaLocation
