OK, I would have sworn that numberformat06, 16 failed on 1.1.8 JDKs and certain vendors 1.2.2 JDKs because of numeric processing/formatting bugs in the JDK, and not in Xalan.  But Dave Marston would be the expert on this one I think.  I'm not sure why we haven't tried re-writing these two tests to use different numbers that would avoid this issue either.
