1.3 confusion

If 1.3 is no features then I'm really confused what it is. 

Can I have a 2_0 tree then?  There's so many PRs in suspended state for
"post-1.2" consideration, most of which are very good and should be folded
in.  I'm really tired of being in beta, we've been in it for oh ... 8
months?

1.3 is going to go through beta.  Before the first beta is the time we add
features.  That's right now... isn't it?
