CVS providers ignore module specified by SCM URL

If you specify a module in SCM URL, for example: scm:cvs:pserver:cvs:cvs@pserver.samba.org:/cvsroot:samba -
the module will be ignored for all commands.

Expected behaviour: the specified module should be a root for all operations 
and if some command returns paths - the paths should be relative for specified module.
