[VOTE] Release BSF 2-4.0 -Take2-

Dear All,

I would like to propose bsf-2.4.0-rc2 distributions for the bsf-2.4.0
release that can be downloaded from the following location:
http://people.apache.org/~sanka/bsf-2.4.0-rc2/

This improved version contains fixes for all the reported issues that
we got from the bsf-2.4.0-rc1s.

I suggest that we declare them as  bsf-2.4.0 release, if we do not get
any issues reported within a reasonable time slot.

That sounds good?

What would be the next steps to get the release officially out the door
according to the Apache process (is there a need for another vote, a
waiting period, publishing it on the jakarta-pmc list, etc.) ?
