AbstractDelegationTokenSecretManager recently added interfaces for persisting keys and tokens in HADOOP-9574 but the treatment of exceptions from these interfaces is inconsistent.  Storing a master key can throw IOException but removing a master key cannot.  Storing or updating a token cannot throw IOException but removing a token can.  These should be made consistent, and arguably all of these interfaces should allow IOException to be thrown.
