Replacement for CVS's rcstemplate

 Hi,
    I am new to SVN. Today only shifted from CVS to SVN.

      Can some one tell me the replacement for CVS's rcstemplate ? Suppose i
would like to pre populate the commit editor, how would i do in SVN?
