Create an Ant Task to Validate a Set of WSDL 2.0 Files

Create an Ant task to validate a set of WSDL 2.0 files. The task should let the user set all useful properties of the validator.

The initial properties are:

1. always do validation since its a validatation task
2. add a boolean to set fail-on-error
3. add a boolean to set verbose output

Future properties include setting all other Woden properties, including user-defined ones, and specifying validators for extensions.

Previously fixed but not all properties work since they are not implemented in the parser, i.e. verbose and failonerror.
