The EmptyArrayStream/VectorArrayStream may also be useful in C, would it be useful to move them to be implemented in C (with C++ API wrappers)? I've found myself writing similar utilities in C for the ADBC SQLite driver

I think that's a good idea...I need it in the R package too soon and there's nothing about it that requires C++. The C++ wrapper could just be the part that handles the trampolining (so that you can write a regular C++ object with a get_schema and get_next method without having to deal with that).
