Maven xml-apis.jar

Is there a reason there's no version of xmlParserAPIs.jar or 
xml-apis.jar from Xerces 2.7.1 in the IBiblio maven repository? Did this 
not change since 2.6.2?

I have no idea, but it still hasn't been fixed. Could someone open an 
issue on this?

Indeed it did change. JAXP 1.2 -> JAXP 1.3.

I don't recall us doing anything specific for previous releases. How have 
these jars arrived in the repository in the past?
