Is this in a source release or a convenience binary? I assume the second?
This part seems problematic to me as it adds a restriction on top of the Apache license which would would make it category X.
"- You do not cause or permit reverse engineering, disassembly or decompilation of the Programs (except as allowed by law) by You nor allow an associated party to do so."
However according to this:

I think that this is the distribution license it is under:
https://www.oracle.com/downloads/licenses/distribution-license.html
IANAL but in my option it contains a number of clauses that would make it incompatible with the Apache license. As well as the above clause, the end user has no rights to distribute and that you must keep "records of end user information including name, address, date of distribution" and show them to Oracle on request.
