Creates sideinputHandler inside ULR. The goal of this PR is to finish step 1 in this doc: http://bit.ly/2EbqCKd
Following things are done:
1) Setup and pass stateAPI server description.
2) Created a SideInput Handler (by borrowing ideas from Flink implementation) that does the look up. This mostly implements the skeleton without wiring to job graphs in ULR.
3) Runner sends back a constant Integer(1), for any SideInput request via state API. Note this part does not completely work yet, there is error during data transmission with complaints:
Caused by: java.lang.IllegalStateException: java.lang.ClassCastException: java.lang.Integer cannot be cast to [B
at org.apache.beam.sdk.coders.ByteArrayCoder.encode(ByteArrayCoder.java:41)

I am still looking into how to make this work, please suggest anything helpful to fix.

> Get side inputs working on the ULR. Since the ULR code is based on the direct runner code there should already be some code that could be reused, but new code will need to be written where side inputs would interact with portability.
