currently the code is
String[] packages = contextPath.split(":");
       if (packages == null || packages.length == 0) {
           throw new JAXBException("Invalid contextPath");
       }

but if contextPath is "", then the pachages.length == 1 but pachages[0] == "", we should also throw exception for this case
