So it is better to remove the TimeStampASsigner interface from the two classes AssignerWithPunctuatedWatermarks  and AssignerWithPeriodicWatermarks ?
So for 2.0 we will do this and for the lower branch versions we will mark it as @Deprecated and say that in future from 2.0 they will not be implementing TimeStampAssigner - [~rmetzger]?
