[CI] Meet Cato_Fong

Hi All,

Many might not be aware but there is a bot on the #cloudstack-dev IRC
channel that keeps an eye on our jenkins.cs.o builds. Cato_Fong will
alert the channel of any jobs that have recently broken.

I've connected the bot to our new master build (cloudstack-master).
This job is faster than the previous one (~15m from the earlier 40m)
because it doesnt do any artifact archiving. Thanks to olamy@infra for
pointing this out!

So if the build is broken and the executor on builds.a.o has not yet
queued the job be prepared to be ambushed by Cato_Fong! :)
