startssl causes excessive CPU load.

When I start Apache (2.0.50 mod_ssl mod_perl) without ssl (No -DSSL) the server
runs fine, nice and snappy with 0 CPU load.  When I start it with SSL (-DSSL),
the server's load average immediately goes up to 4.0 and stays there.  I ignored
the problem and began some load testing that I had to do on our servers. After
the load testing over HTTPS, the load went up to 32.0 and very, very slowly
dropped back down to 9 and remained there.  I've tested this out on two
different Dell PowerEdge 2650 servers running RHEL 3, kernel 2.4.27, and have
gotten identical results. Just as additional information, mod_ssl was built
against openssl 0.9.7a.
