Should we make the check complain about any difference between {{bootstrapTokens.size()}} and {{DatabaseDescriptor.getNumTokens()}}, not just 1 and not-1?  I feel like that would be better than silently ignoring config changes.

I would also keep the log message about the saved tokens that are being used.
