Cannot Access Bugzilla

IE reports page cannot be displayed (no further messages).  I tried telnetting to port 80 and got connection refused (web server down, maybe?).

It seems someone deleted the RC script initializing the HTTPd server, and
after the multiple reboots today, I forgot to check.... :(
