I just picked up Apache 2.0.43 to run a test environment locally on my Windows
98 SE machine.  I use PHP 4 and MySQL with the server.

The server starts just fine by typing at the command prompt, "apache".  However,
I can never shut it down.  I tried stopping (apache -k stop) and uninstalling
(apache -k uninstall), but no effect.  Also the Apache console doesn't do
anything either beyond displaying the active server service.  I even tried
shutting it down by using Window's Task Manager (alt-control-delete), but still
couldn't shut down (never seen a program that can stay around this persistantly).

The only way so far that I could shut down the server is by rebooting.  Even
then, Windows pop up several dialog boxes to tell me that I need to shut down
Apache before closing Windows.  I can eventually shut it down then.
