CC-BY 3.0 can't be in a release [1] Taking a wide definition of a release [2] as "anything that is published beyond the group that owns it." this would not be allowed, taking a more narrow definition as that just an offical release it would be OK as long as it is not included in an release.

It would be best if the project got permission from the original owners of the content to relicense it under a more friendly license.

As relicensing the documents is not possible and they will never be part of an
official release can I consider that including them in the OpenOffice gitbox
repository is allowed.
