[VOTE] Graduate Whirr from Apache Incubator

I think Whirr is ready to begin the process of graduating from the
Apache Incubator to a top-level project. Since joining the incubator
in May last year we've made 5 releases following Apache guidelines,
added 4 new committers (now at a total of 10) from diverse
organizations, and added 3 new PPMC members. We've shown an ability to
self-govern using accepted Apache practices, and Whirr continues to
attract new contributors and users.

The first step is to vote as a community that Whirr is ready to
graduate. Once this vote is successful we create a board resolution
proposal and vote on the general Incubator list. The full process is
described at http://incubator.apache.org/guides/graduation.html.

The vote is open for 72 hours.
