[PR] Update XmlLayoutSchemaLog4j.cs to set writer.Namespaces = true for NETSTANDARD (logging-log4net)

   @FreeAndNil, Hi. Sorry for being absent. I am still having issues, but I will close it for now. I will have to research this a little more and get a full test, if possible.

   - rebase your branch onto [Feature/111-Dropping-support-for-older-runtimes](https://github.com/apache/logging-log4net/tree/Feature/111-Dropping-support-for-older-runtimes) - this is the branch for our next release
   - create an issue where you describe the problem (at the moment we don't know what exact problem you're trying to solve)
   - add an unit test repoducing the problem
