Welcome to Apache DRAT!

OK folks, we have DRAT set up at Apache!

Commits list is up, private list, and dev list are all up.

Code is now at: http://github.com/apache/drat.git 
We have Gitbox set up…so let’s roll!

First step, prepare a 1.0 release! (
