you can merge artifacts :

        merged = package :jar, :file=>_('target/C.jar')
        merged.merge artifacts(projects('A', 'B'))

ps : maybe ask questions on the list (http://buildr.apache.org/mailing_lists.html) for questions : I don't think this is an issue or an improvement since merge is documented (http://buildr.apache.org/packaging.html)
