The date of the 2.3.0 files on Maven Central is 12-Nov-2013

I do not see proper mention of the release in your board reports.
Neither in 2013-11, nor 2014-02, nor 2014-04 ones.

I do not see any announcements neither on announce@a.o mailing list
https://www.apache.org/foundation/mailinglists.html#foundation-announce

nor on your own users list.

The release is not present at ASF mirrors,
http://www.apache.org/dist/openjpa/

The good thing is that you did have a vote on the dev mailing list in November 2013.
