Release 0.18.0 contains many improvements, new features, bug fixes and  
optimizations.

"Brief Upgrade Procedure" section at the top is applicable to your 
upgrade. You should ignore the rest of the document. If you any problems 
read the main upgrade wiki: http://wiki.apache.org/hadoop/Hadoop_Upgrade

What is the easiest way of upgrading from v17 to v18

Nope, stable means the release has been out for a while and no new  
major bugs have been reported.
