The spec says :
document ::= prolog element Misc*
prolog ::= XMLDecl? Misc* (doctypedecl Misc*)?
XMLDecl ::= '<?xml' VersionInfo EncodingDecl? SDDecl? S? '?>'
So, there can't be any whitespace before the xml decl.
