In your layout .vm file do something like:

#set ($x = ($content.getURI("resources/ui/skins/default/dbforms.css")))
$page.setStyleSheet($x)

Should a skin automagically use the CSS Stylesheet (skin.css) located within
the skin's directory?  If not, how do I specify that I want to use the
stylesheet (preferably without stating such within each layout template)?
