The protocol layers should be refactored to retain an association between a delivered message and the consumer to which it is sent. On receipt on an ack or reject, the protocol layer should ensure that the message (queue entry) is still associated with that consumer, before acting upon it.
This change would be a prerequisite for QPID-7183.
