Add SequentialUnionOffset class to support Sequential Union operations in Structured Streaming. This offset type enables tracking the state of sequential source processing in backfill-to-live streaming scenarios.

The implementation includes:
 * SequentialUnionOffset case class that extends OffsetV2
 * Name-based source tracking (not index-based) for stability across query restarts
 * Validation logic to ensure correctness of offset state
