I checked with Elena Litani, who is a member of the W3C DOM Working Group and 
is also a developer on Xerces-J.  She confirmed Joe's recollection, and stated 
that if the "description [of a method] does not mention that "null" value can 
be passed, then it is not allowed to pass this value, instead empty string 
should be used."
